End of term _ December 2003

History

The Albanian Chapter was founded in November 1999. We are very grateful to Peter Wolf, the General Secretary of ILAE at that time, who helped us prepare the formal documents.

The number of active members is 18, from different medical fields: neurology, pharmacology, biochemistry, neuroradiology, pathology, neurosurgery, and neuropsychology.

The official address is that of University Service of Neurology, UHC "Mother Theresa," Tirana, Albania, which is the only academic and scientific center
for neurology in the country.

ALAE has been a provisional member of ILAE since January 2000 and a permanent member of ILAE since May 2001 (Buenos Aires Congress).

During these four years we have organised six organisative meetings, two local workshops, two national workshops and two international workshops, with the participation of all neurologists and some other specialists from all over the country.

The most important meetings have been the October 2001 workshop with the exceptional participation of Giuliano Avanzini, and the June 2002 workshop with the very appreciated participation of Emilio Perucca.

Summary of activities in relation to Global Campaign in 2002 and 2003

  • During 2001 and 2002 we contacted the local office of WHO in Tirana and the head office of the Global Campaign, presenting a broad project on epidemiology of epilepsy in Albania
  • Unfortunately we received no answer from the local office and even the efforts of De Boer, who kindly supported our project, didn't achieve any result
  • We will appreciate if the Global Campaign will have an interest in our country

Future plans

  • The organisation of a National Registry of Epilepsy
  • The epidemiology of epilepsy as a part of a collaborative project with Mariani Foundation and Mario Negri Institute _ Milan, Italy
  • The organisation of courses on epilepsy diagnosis and treatment with participation of neurologists, pediatric and family doctors

Summary Statement

ALAE is one of the youngest chapters of ILAE. We think that in the future we can do more working with enthusiasm and facing the difficulties of the actual situation of the health system in our country.

  • The Bulgarian League Against Epilepsy was founded in 1991 and counts 89 members now.
  • In the League were established four permanent commissions on the following topics: 1. Diagnosis and treatment of epilepsy; 2. Epilepsy out of the shadows, 3. Epilepsy and legislation and 4. Epilepsy and network.
  • The League systematically works for the introduction of the new diagnostic methods and therapeutic possibilities. The economical problems in the country are the main obstacle for the routine usage of MRI and the wide treatment with the new antiepileptic drugs. The Bulgarian League worked out a Consensus on the diagnosis and treatment of epilepsy in 2002, which was accepted by the National Insurance Fund. With some restrictions the antiepileptic drugs are reimbursed for the patients with epilepsy.
  • The cooperation with mass media is of great importance for the program "Epilepsy Out of the Shadows"
  • The association carries out 4-5 meetings annually. Teaching courses usually are organized together with pharmaceutical firms. The Bulgarian League organizes an annual meeting on the seaside in Magnolia Hotel, and that is why in Bulgaria “ Magnolia” symbolizes the Campaign against Epilepsy. These meetings are gratuitously supported by Ecopharm . In 2004 was held the 10th anniversary session .
  • The last year the Bulgarian branch of ILAE organized a National Conference on Epilepsy with International Participation, 7-10 October 2004. More than 350 Bulgarian physicians participated in the conference. There were 26 oral and 12 poster presentations, addressing various aspects of the diagnosis and treatment of epilepsy. There were five satellite symposiums, organized by Glaxo Smith Kline, Janssen-Cilag , Novartis , Pfizer and Sanopfi-Aventis. Besides the Bulgarian specialists precise expositions in the field of diagnosis were presented by A. Covanis and P. Jovic. The participants were impressed by the presentations of M. Brodie, G. Bouer and P. Genton on the current aspects in the treatment of epilepsy. On the last days of the Conference was held the general meeting of the members of the Bulgarian league against epilepsy and the new executive committee was elected. On the meeting were reported the activities of the past and the prospects for the new 4 year period were made.

End of the term for the present Executive Committee: December 2004

History

The Chilean Epilepsy Society has its origin in professionals of the Group of Epilepsy and of the Chilean League against Epilepsy.

The Group of Epilepsy was founded 6 December. Their first directory was formed by Marcelo Devilat and Jaime Godoy, both elected for the Assembly of 7 professionals. Their objective was exchange of experiences in scientific thinking, investigation and teaching. The group grew. The statutes were elaborated in 1992 and the group received the patronage of the Chilean Scientific Societies. The scientific and educational activity of the group organised 7 symposia in the annual congresses of the societies' sponsors.

In 1998 the First Latin American Congress of Epilepsy was organised. The group published its bulletin for 6 years, attributed up to 1998 to the Chilean Magazine of Neuropsychiatry. The Chilean Group of Epilepsy had as presidents Alejandro of Marinis, Perla David, Claudia Ferrando, and Manuel Campos, who increased membership to 21 and raised the level of respect for the Chilean epileptology.

In April 1998 the president of the International League against Epilepsy (ILAE), Dr. Jerome Engel, proposed to the presidents the Chilean League against Epilepsy and of the Chilean Group of Epilepsy that Chile had the international organisational pattern to be a dependent entity of the ILAE. Both entities accepted the offer.

The following month a mixed commission prepared the statutes of what would be called the Chilean Society of Epileptology. After 11 months of work, in February 1999, the Commission approved the statutes for the Chilean Society of Epilepsy that would be the Chilean chapter of the ILAE and whose objectives would be scientific investigation, and educational and social support to people with epilepsy.

In March 1999 the constituent Assembly of the Society approved the statutes. On 16 September 1999 during the General Assembly of members of the UAE in Prague, the Chilean Chapter was recognized

The Colombian League Against Epilepsy has been very active in the last year. The key task is the organisation of the XXI Colombian Epilepsy Congress in April next year. Next September 7 we will commemorate Latin American Epilepsy day with the participation of civil and military authorities as well as the whole community. We have a attractive program for teachers, doctors, rehabilitation personnel and the general population. Our epilepsy surgery program is also very active with almost 600 cases operated on, and the neuropsychological rehabilitation program devoted to our patients is an example of our daily effort.

The Colombian League Against Epilepsy has 15 chapters around the country.

Publications

  • Abstract book of the Kuopio Epilepsy Symposium 2002

Meetings

  • Finnish Epilepsy Society (ILAE Chapter) and Finnish Epilepsy Association (IBE chapter) arranged together Kuopio Epilepsy Symposium 2002 in Kuopio, 15-16 March 2002. The meeting was third in a series of epilepsy meetings that have been organised jointly by the A.I.Virtanen Institute for Molecular Sciences and the Department of Neuroscience and Neurology, University of Kuopio. The objective of the meetings is to present up-to-date knowledge of selected topics related to epilepsy so that both experimental and clinical data are presented. We brought together 250 people working on different fields of epileptology to facilitate the exchange of information and ideas, and to update understanding of basic mechanisms, diagnostics and treatment of epilepsy. President of ILAE, Giuliano Avanzini, was one of the 11 distinguished foreign lecturers who participated into the symposium.
  • Second educational meeting was held in Helsinki, 22 November 2002. The purpose of the meeting was to discuss topics related to "Epilepsy and reproduction." Lectures dealt with epilepsy and fertility, contraception, pregnancy and outcome of children born to mothers with epilepsy. The meeting served also as a launch for Finland's participation in EURAP (European registry of antiepileptic drugs and pregnancy). There were altogether 80 participants.
  • Third meeting was held in Tampere 14 March 2003 together with the 10th Anniversary of the Finnish Epilepsy Association. The meeting gave an overview of epilepsy and the immune system. The topics especially discussed were cytokines and seizures, autoantibodies and epilepsy, and the role of immunomodulatory treatment options. There were 100 participants.

Summary of activities in relation to Global Campaign in 2002 and 2003

  • The chapter has focused to increase professional awareness of epilepsy as a treatable disorder. All our educational meetings are part of the global campaign and in major meetings we also arrange press conferences to increase public awareness. Members of the chapter participate in the national effort to create guidelines for the treatment of epilepsy in Finland.
  • The chapter has also been an active participant in the discussion of reimbursement policies of new antiepileptic drugs in Finland. The goal is to increase the equal availability of the new drugs for epilepsy patients regardless of their economic situation.

Future plans

  • Finnish Epilepsy Society tries to enhance both the adequate clinical follow-up of women with epilepsy during their pregnancy and EURAP in the effort for prospective assessment of pregnancy outcome after prenatal exposure to antiepileptic drugs.
  • In autumn 2003 the educational meeting will focus on the use of EEG in the diagnostic work-up of epilepsies.

Summary Statement

The Finnish chapter now has 169 members (medical doctors or researchers in epileptology). Finland has been very active in epilepsy research and during 2002, Helsinki, our capital, was chosen to be the site for the 7th European Congress on Epileptology in 2006. We will work very hard to fulfill the expectations of a high-quality scientific meeting.

The term of the present Executive Committee will end in December 2003

Publications

The quarterly publication of the LFCE, the journal Epilepsies, is increasing its audience, both in France and among French-speaking countries. A new edition of the "Guide des Etablissements pour épileptiques" (Guide of Epilepsy Centres) was issued.

Meetings

The "Journees Françaises de l'Epilepsie" (French Epilepsy Days) constitute the yearly congress of the FLAE. The site for 2001 was Tours, followed by Montpellier in 2002, to be followed by Lille in 2003 and Aix-en-Provence in 2004. This meeting, which gathers around 600 participants, includes in particular:

  • a "Jean Bancaud" day, devoted to the presentation and discussion of clinical cases with EEG and video documentation;
  • a special course for and by nurses and EEG technicians

Summary of activities in 2002 and 2003

Website

The FLAE keeps and professionally updates its site at http://www.epilepsies-lfce.fr

Education and teaching activities

The FLAE continues to promote an interuniversity teaching course (Diplôme Inter-Universitaire d'Epileptologie). The next objectives are its harmonization with other European diplomas and its coordination with similar diplomas organised in France in neuropediatry and neurophysiology.

Grants and International Henri Gastaut Prize

In order to promote research in epileptology, the FLAE has developed, in partnership with pharmaceutical companies, a policy of grants. In 2001, 2002, and 2003, up to six recipients were awarded each year.

In 2001, the FLAE decided to create, in partnership with Sanofi-Synthelabo, an international prize for major achievements in epileptology, the International Henri Gastaut Prize, which is now a well established international event. The 2003 winner is Professor Yukio Fukuyama.

Summary of activities in relation to Global Campaign in 2002 and 2003

After the success of the first National Epilepsy Day (Journée Nationale de l'Epilepsie) on 18 November 2000, the second edition was organised on 15-16 November 2002 and reached the same level of interest and participation across the main cities of France. Besides the FLAE, several organisations (AISPACE, ARPEIJE), the French Bureau of Epilepsy and the French Foundation for Research in Epilepsy are involved.

Future plans

  • Among its plans, the FLAE envisions: a stronger involvement in research, through its scientific committee chaired by Perrine Plouin, and a revision of its statutes and regulations
  • The 2005 IEC, planned in Paris, now represents our major objective and we have started its preparation

Summary Statement

The near future will reinforce these various activities, using modern tools of communication. New directions have also been recently set: the development of international collaborations, within Europe and the French-speaking world to begin with, and also the establishment of closer relationships with private neurologists, who actually care for a large majority of patients with epilepsy in France. The organisation of the 2005 IEC, currently planned in Paris, will be the opportunity to reinforce our global commitment.

Activities

CME 2001
International teaching course on epilepsy, with the help of commission on Asian-Oceanian affairs of ILAE, led by M. Seino (Japan), C.T. Tan (Malaysia), and Lim Shih Hui (Singapore) with about 250 participants from all over Indonesia.

11-13 December 2003
Follow up EEG training course, also with the help of Asian-Oceania Commission of ILAE

Local CME on Management of Epilepsy, on the regional level, in Jakarta, Bandung, Semarang, Yokjakarta and Surabaya, Medan, Makasar, Manado, mostly for general practitioners. We are also able to use video presentation and interactive discussion with interested GPs.

In Jakarta periodic radio talk-show (Lina Surtidewi), interactive discussion with epileptic patients and family, with the sponsorship of Pfizer-Indonesia

Strategic Program

Meeting with the Ministry of Health to discuss the availability of AED in the regional health centers (Pusat Kesehatan Masyarakat). Until now AED has not always been available at those centers.

Also for reporting purposes, it was difficult for us because epilepsy was included in psychiatric diseases, and reported accordingly. On the other hand in Indonesia psychiatrists are not trained to be epileptologists.
We are trying to convince the Ministry than epilepsy is a neurological disease.

Although there are no valid statistics, the treatment gap is very high, perhaps 90% due to poverty and ignorance. At present per capita yearly income of an Indonesian is US $600.

In Semarang, Middle Java, Zainal Mutaquin, first with the help from his Japanese colleques, has pioneered epilepsy surgery (mostly for hypocampal sclerosis) with encouraging results. He has done 40 cases.

Conclusion

  • Some progress in CME in management of epilepsy
  • Still not able to provide reasonable cost ADE for most of the population in need
  • Pioneering epilepsy surgery done

Meetings

The Irish Epilepsy League (IEL) did not run its own meetings in 2002 and 2003 but was heavily involved in the epilepsy sections of the meetings of the Irish Institute of Clinical Neurosciences (IICN). These included the "Diaspora meetings" in which young Irish neuromedics based in the USA, the UK, Europe and other countries present their work to their Irish peers. One of the purposes of these meetings is to provide a platform for these neurologists/neurophysiologists to consider their options in terms of returning to Ireland. A number of excellent young Irish epileptologists who have presented to the Diaspora meetings have returned to posts in Ireland in the past few years. The IEL used the IICN meeting early in 2003 to present its Kirker prize for epileptology. This annual award was created by the IEL to honour its founder member John G. Kirker (known as Joe to his medical colleagues in Ireland). The prize was awarded to a team led by Geraldine Boylan, now based at Cork University Hospital, from Guy's King's St Thomas' School of Medicine, London, UK and included J.M. Rennie, G. Chorley, R.M. Pressler, G.F. Fox, K. Farrer, M. Morton, and C.D. Binnie.

The wining paper was entitled: "Second line anticonvulsant treatment of neonatal seizures: A video-EEG monitoring study" and it has been accepted for publication in Neurology.

The other major happening in Ireland was the publication of the Comhairle na nOispideal Report on Neurology and Neurophysiology by the government expert group. The report relied heavily on the Standards of Care documents, which were drawn up by the Elan Neurology Board on which several members of the IEL sat. The report recommended many changes with which the IEL would agree although it had reservations on some of its proposals for paediatric neurology and for neurophysiology.

Term is February 2002 - February 2004

History

The Council was started as a Chapter of the existing Malaysian Society of Neurosciences (MSN) in February 2002, as an affiliation with the ILAE was initiated by the MSN a year prior. There is at present the Malaysian Society of Epilepsy (MSE), formed 12 years ago, which had been bearing the responsibility of coordinating activities both for the lay public as well as for professionals in the field of epilepsy. (The MSE has been affiliated with the IBE since 1998). This was felt to be an unsatisfactory state of things, hence the setting up of the Council.

The function of the Council is complementary to the MSE. The Council will focus on professional issues related to epilepsy, such as CME and training to medical as well as paramedical allied staff, and act as advocate to the government when necessary.

Publications

  • The Council is in the midst of preparing and editing the 1st Malaysian Consensus Guideline on the Management of Epilepsy, which hopefully will be finished and published before the end of this year.
  • A QOL study involving 364 respondents is being analysed and is hoped to be ready for presentation in Lisbon this year by the principal investigator, Raihanah Abd. Khalid.

Summary of activities in 2002 and 2003

  • Members of the Council were active in the Annual Scientific Meeting of the MSN in April 2002, held in Penang, Malaysia. A workshop on EEG and videotelemetry was organised for neurotechnicians. A Symposium on Epilepsy, with 4 speakers on the various aspects of epilepsy was held. The speakers and topics were:
       i. Raymond Azman Ali, Classification of Epilepsy
       ii. Ben Selladurai, Epilepsy Surgery
iii. Raihanah Abdul Khalid, The Medical Therapy of Epilepsy
iv. Andrew Pan, Nonpharmaceutical management of Epilepsy
  • Azmi Abd. Rashid gave a talk to the medical personnel in Seremban, Negeri Sembilan, on "Approach in the Diagnosis and Treatment of Seizures Disorders" on 22 June 2003
  • Raymond Azman Ali gave a talk in Alor Star, Kedah on "The Current Management of Epilepsy" on 22 August 2002

Summary of activities in relation to Global Campaign in 2002 and 2003

  • The MSE is actively pursuing this aspect and the Council will assist in their activities.

Future plans

  • We hope to start off next year with special emphasis on schoolchildren, and hope to organise talks with trainee teachers in training colleges and also school counselors in established primary as well as secondary schools
  • We hope to put together a special Epilepsy Package containing relevant materials on epilepsy in children, including a locally produced video, to be presented to these schools
  • We also hope to go on a tour of the 14 different states in Malaysia to hold Epilepsy Updates for the benefit of the professional medical personnel in each region

During the last year, the Mexican Chapter of ILAE (CAMELICE) organised several academic courses in some cities within our country including: Reynosa (Tamaulipas), Linares (Nuevo Leon), Leon (Guanajuato), Saltillo (Coahuila), and during these meetings we had an audience composed of general practitioners, pediatricians, and child and adult neurologists. After each session we spent several hours giving neurological consultation to epileptic patients (adults and children). We also have had several programs on local radio and TV stations about epilepsy in children and adults. Our annual meeting was in Tuxtla Gutierrez (Chiapas). The meeting was of the highest academic quality and the audience was completely satisfied with the educational information that they received. Our next annual meeting will be held in Veracruz, Veracruz on 2, 3 and 4 October 2003.

Summary of activities in relation to Global Campaign in 2002 and 2003

  • The PLAE, Inc. formally launched "Epilepsy Out of the Shadows" Philippines, a national campaign against epilepsy as part of the Global Campaign last on 8 September 2001. The national epilepsy campaign is an initiative of the PLAE and will be developed within the already existing national health care system in collaboration with the Department of Health, the public and private sectors, relevant nongovernmental organisations, patients, families and their caregivers as partners
  • This campaign will be pursued along the same strategy of the Global Campaign and includes two parallel and simultaneous tracks: to raise general awareness and understanding of epilepsy and to support the Department of Health in identifying the needs and promoting education, training, treatment, services, research and prevention nationally

Future plans

Wider implementation of the BRIDGES project and the Epilepsy Manager Program, with priority in areas where they are most needed.

We will continue:

  • exploring avenues to make the conventional AEDs affordable and available to most of our patients
  • collaborating with concerned sectors/partners in the ongoing national epilepsy campaign
  • promoting epilepsy awareness nationwide
  • advocating for the protection of the rights of PWE in our country
  • affiliation with the "Friends of PLAE" as a national chapter of the IBE
  • work on the Epilepsy Registry Project
  • encouraging further training in epileptology

Summary Statement

Over the last two years the organisation has focused on the following activities:

  • Improving the quality and delivery of epilepsy care to the grassroots through the CME for primary care physicians, Epilepsy Manager Program Pilot Project and the organisation and beginning of the BRIDGES Project
  • Continuing professional growth of the members through the National Epilepsy Congress, Clinical Dilemmas Series and participation in Regional and International Epilepsy meetings/workshops and courses
  • Promoting epilepsy awareness nationwide through the PAVE, National Lay Symposium, National Epilepsy Awareness Week Proclamation and celebration, tri-media information campaign, Web page and Epilepsy Hotline
  • Organisation of the "Friends of PLAE," a lay support group composed of PWE and their families and caregivers
  • Addressing patient concerns such as availability and affordability of AEDs, availability and access to epilepsy care services and rights of persons with epilepsy

We have indeed come a long way since formulating our mission/vision in 1999.We salute the members for their volunteerism and extend our deepest appreciation to all those who have contributed to the tasks we have accomplished.

We would like to thank the ILAE for the opportunity given to our young colleagues to participate in its scientific activities. Participation of the affiliate chapters in ILAE activities is an effective way to promote the advancement of epilepsy treatment worldwide.

The years ahead see us working toward completing our projects. With the continued commitment of our members and all those who share with us the same mission, and the support of ILAE, we know we are not far away from translating the rest of our vision into reality.

History

Taiwan Epilepsy Society (TES) was established in 1990 by a group of neurologists interested in treating patients with epilepsy. But the history should be traced back to the 1980s when neurologists from Taiwan started attending international epilepsy workshops, symposia and annual meetings of international epilepsy societies. Neurologists and pediatricians interested in epilepsy started having regular meetings under the leadership of Ming-Shung Su and Marshal (Mo-Song) Hsi. When Jing-Jane Tsai returned to Taiwan in 1988 after having studied epilepsy for 10 years in Germany, the group started seriously thinking of establishing a national society devoted to the care of epilepsy patients. The first comprehensive epilepsy program was established in 1989 under the leadership of Ming-Sung Su in Taipei Veteran General Hospital, where patients with epilepsy received both medical and surgical care. They have performed more than 600 cases of surgery, including temporal lobectomy, corpus callosotomy and other surgeries.

Under the initiation of Jing-Jane Tsai, TES was formed in 1990 and Ming-Sung Su was elected as the first president of the society. At our first TES meeting, we had the honor of hosting distinguished guests Seino and Mukawa from Japan, Wada and Yamamoto from Canada, and Fromm from the USA. Since then we have held annual society meetings as well as several international epilepsy meetings. TES joined the International League Against Epilepsy (ILAE) in 1993 and has officially become a member of ILAE ever since. So far, six distinguished epileptologists have served as the president of the society, each for two years, and the current president, Chi-Wan Lai, was elected this year.

The counterpart of TES is the organisation of epilepsy patients, called Taiwan Epilepsy Association (TEA), which was established in 1995 under the leadership of Marshal (Mo-Song) Hsi. The circulation of their monthly TEA Newsletter as well as quarterly The Epilepsy News is now up to 10,000 copies. In the meanwhile, 14 similar local organisations have been established in different parts of Taiwan. TEA has been an official member of International Bureau for Epilepsy (IBE) since 1997.

Since joining ILAE and IBE, Taiwan has been active in joining international epilepsy activities. Jing-Jane Tsai has been on the committee for Asian Oceanic Epilepsy Organisation (AOEO) as well as Commission on Asian and Oceanian Affairs (CAOA) and was elected the Ambassador for Epilepsy in 2001. Marshal (Mo-Song) Hsi has been elected as one of the vice presidents of IBE and also Ambassador for Epilepsy in 2003. Furthermore, Chi-Wan Lai, Professor of Neurology and Co-director of the Comprehensive Epilepsy Program at the University of Kansas, returned to Taiwan in 1998 and received the Social Accomplishment Award from ILAE/IBE in 2003.

So far, TES membership consists mainly of neurologists, neurosurgeons and pediatric neurologists, and we are looking for opportunities to recruit different disciplines, such as psychiatrists, nurses, pharmacists, and social workers to join TES, in order to provide comprehensive care for epilepsy patients.

As our largest biannual activity, the 4th National Epilepsy Congress was held in Ankara in June 2004. The meeting was very successful with more than 400 attendants. The speakers expert on related fields were invited to give various conferences. There were also video sessions, and discussion groups. Scientific projects and published articles in SCI-journals, the best oral and poster presentations were awarded as a support to our members making original contributions to epilepsy. In the epilepsy week in June 2003, a one-day meeting entitled “Rational treatment in epilepsy” was organized and a patient’s school followed this activity devoted to the questions of epilepsy patients and their relatives.

During the last two years, traditional monthly scientific meetings have been kept going in Istanbul. Each month, case reports and conferences were presented consecutively. Speakers from abroad or various Turkish universities were welcomed. The lectures were recorded and broadcasted on the web so that the members outside Istanbul could have the chance of listening the invited speakers.

Our web site was reorganized and devoted a part to epilepsy patients besides the clinician pages.

Regular reports of our activities were mailed to be published at Epigraph.

A post-graduate educational activity called “SPIKE” which was also supported by EUREPA and Turkish Neurology Society; was supported by our members. This activity included 15 nation-wide meetings with limited number of attendants with a purely interactive design.

The official journal of our chapter ,"Epilepsi" has been published regularly since 1995, as a result it was accepted to Turkish Science Index (ULAKBIM). It was also submitted to Index Medicus .

The 2 new trainers were elected for European Epilepsy Academy and they completed their training in December 2003 in Prague.

The commissions on epilepsy genetics, epilepsy surgery and education continued to work in their fields with regular meetings. The neuropediatrician Prof Dr Aysin Dervent and her colleagues established a new commission “Pediatric epileptology” and they met also regularly in Istanbul. The decision for establishing an epidemiology commission was also made.

General assembly of Turkish Epilepsy Society met in 28 January 2005 and new executive committee members were elected. Advices and plans for the following two years and adjustment of regulations to establish new local chapters were discussed.
